Excellent Forecasted vs. Actual Traffic Record

C&M has a 15 year history of providing reliable traffic forecasts for Greenfield and Brownfield projects as well as for individual toll facilities and for toll systems.

Financial Community Experience

Our experience extends beyond investment grade traffic and revenue reports; it incorporates working closely with different agents involved in successful placement of bonds or loan syndications. These agents include underwriting institutions, rating agencies, credit enhancers, commercial banks and institutional and individual investors. Our support is geared towards ensuring a thorough understanding of the project, participating in road shows, conducting sensitivity analyses and assisting in the development of credit enhancing or financing strategies. Other activities may include the development of support documentation, meetings with potential investors to assess their perception of the project and its risks and opportunities, assistance in the development of tools to manage risks and guarantees, and working sessions with rating agencies and bank credit committees.

Micro-simulation of Toll Facilities Experience

C&M staff has experience in complex micro-simulation of transportation projects for the study of the efficiency of operations and for presentation purposes to sophisticated audiences. In many Managed Lanes projects, micro-simulation may be required to study the interaction of the access and egress points and their interaction with the un-tolled lanes and the surrounding transportation network infrastructure.

Managed Lanes Experience

Managed Lanes projects are a relatively new development in the United States however, C&M’s staff have significant experience in this type of projects after having lead, defined the conceptual framework or participated in various managed lanes studies in Virginia, Florida, Colorado and Texas.

Statistical Analysis of Traffic and Revenue Forecasts

C&M has developed a state-of-the-art forecast analysis technique to assess the expected probability of a project achieving the traffic and revenue forecasts. Using a Monte Carlo simulation, the methodology incorporates feedback from underwriters, credit enhancers, commercial banks and rating agencies in the United States, Latin America and Europe.}

Experience in Public-Private Projects

C&M has analyzed the feasibility of toll road projects involving financing from public, private and hybrid sources for turnpike authorities, private developers and concessionaires. C&M has also assisted turnpike authorities in the development of legal concession frameworks, the management of concession-award processes, and the provision of independent engineering services for the oversight of toll road operations on behalf of trusts and bondholders. In collaboration with state agencies, our staff has participated formulating project financing plans such as GARVEE bonds, Private Activity Bonds (PABs) and TIFIA loans.

Ample Intra-Urban and Inter-Urban Experience

Our project staff has worked in intra-urban and inter-urban projects in Texas, New York, New Jersey, Virginia, Florida, Colorado and Latin America. As the Project crosses rapidly growing suburban environments we expect to use our specific experience in complex urban/suburban projects that require very detailed and sophisticated modeling techniques.
